Andrea Fletcher, Chief Digital Strategy Officer at the Centers for Medicare & Medicaid Services (CMS), is being honored in Category 3: Using Innovation, Data, and Breaking Down Organizational Barriers for her groundbreaking leadership in open-source innovation, emerging technology, and talent modernization across federal healthcare IT.
Under Andrea’s direction, CMS launched the first federal Open Source Program Office (OSPO), accelerating software reuse, transparency, and collaboration across government and industry. These efforts have saved an estimated 193,000+ hours and $77.85 million while improving healthcare IT services for over 180 million Americans.
She has also led efforts to recruit a new generation of technologists into government, co-leads an AI workforce initiative, and introduced tools like SMEQA to streamline hiring. Her forward-thinking approach is transforming how CMS delivers digital services, making them faster, more secure, cost-effective, and responsive to the needs of the public and the providers who serve them.
