Angelica Gutierrez, Visa Portfolio Lead at the Department of State, is being honored in Category 3: Using Innovation, Data, and Breaking Down Organizational Barriers for leading an innovative, AI-enabled approach to the high-priority Gold Visa (IGV) project. Faced with an ambitious timeline and a complex application containing approximately 700 data fields, Angelica brought together stakeholders across the Departments of State and Commerce, U.S. Citizenship and Immigration Services, Visa Policy, and Diplomatic Technology to replace siloed processes with a coordinated approach centered on shared accountability, security, and mission outcomes.

Angelica championed her organization's first use of generative AI for development, dramatically accelerating delivery of the Gold Visa application from a projected six-month timeline to a matter of days. By integrating policy, technology, and security requirements early in the process, she demonstrated how emerging technology and interagency collaboration can enable government to move faster without sacrificing security or integrity. Her leadership also established a model that can inform future federal technology modernization efforts.

Following launch, the system processed more than 150 applications, representing an estimated $400 million in potential U.S. revenue. Beyond the immediate economic impact, Angelica's work reduced development costs, improved interagency coordination, and delivered a secure, user-friendly public-facing service at unprecedented speed. Through innovation and collaboration, she has demonstrated how government can break down organizational barriers and responsibly use AI to advance national priorities and improve service delivery.
