The Office of the CTO at OODA LLC, led by Co-Founder Bob Gourley, is a 2025 Service to the Citizen Award winner in Category 4: Using Innovative Technologies to Deliver Simple, Seamless, and Secure Services.

Bob Gourley has spent his career at the intersection of emerging technologies, cybersecurity, and public service - advancing how federal agencies leverage innovation to better serve citizens. As CTO of OODA and a former CTO of the Defense Intelligence Agency, Bob has played a key role in helping government leaders adopt and integrate secure, cutting-edge technologies.

In 2024, he led OODA’s signature event, OODAcon, convening 350+ senior government, intelligence, and industry leaders to explore emerging tech like AI, quantum computing, and biotech. He also helped create the OODA government network to foster real-time decision-maker collaboration.

Throughout his career, Bob has driven secure cloud adoption, pioneered the use of big data analytics for public benefit, and conducted over 120 cybersecurity assessments to protect critical infrastructure. His advocacy for public-private partnerships has accelerated the deployment of impactful innovations across national security and citizen services.

One of his most meaningful contributions is the founding of the Stop Scams Alliance after his mother was targeted by online fraud. The coalition, formed with CISA, FCC, FTC, FBI, Microsoft, Google, and others, has helped shape national strategies to prevent elder fraud, impacting systems that affect millions.

His leadership continues to shape how federal agencies use technology to build trust, deliver value, and create safer, more secure services for all.
