The Concept Plus Team is being honored in Category 2: Delivering Simple, Seamless, and Secure Services for modernizing the Individual Longitudinal Exposure Record (ILER), the Defense Health Agency's system of record for tracking military environmental and occupational exposures across the Department of Defense and Department of Veterans Affairs. Through four consecutive quarterly releases, the team transformed complex exposure data into accessible, actionable information that better supports Service Members, Veterans, healthcare providers, and benefits adjudicators throughout the military lifecycle.

Concept Plus redesigned ILER's exposure data model to provide clinically meaningful Potential Hazard summaries, integrated real-time exposure information directly into MHS GENESIS, and automated the monthly delivery of more than 207,000 summaries to the VA benefits system. The team also introduced self-reporting capabilities that empower Service Members to document their own exposures and developed location intelligence tools to support public health investigations. These enhancements were delivered while maintaining 99.92% system availability for more than 60,000 daily users and continuously improving Section 508 accessibility.

The impact reaches more than 12.5 million Service Members and Veterans. Providers can access exposure information in real time to inform clinical decisions, while VA adjudicators receive more accurate records faster, reducing user logins by over 50% and helping accelerate disability determinations. ILER now processes more than 80,000 records daily and two million transactions each month, while Concept Plus's strategic reuse of existing infrastructure has contributed to more than $40 million in cost avoidance. Through reliability, innovation, and a deep commitment to mission outcomes, the team has created a more seamless connection between military service, healthcare, and earned Veteran benefits.
