DAVID WHITE
Supervisory Program Analyst
Joint Enterprise Licensing Agreement Portfolio Manager
U.S. Department of War
David White is being honored in Category 3: Using Innovation, Data, and Breaking Down Organizational Barriers for transforming how the Defense Information Systems Agency approaches enterprise technology acquisition. As leader of the Joint Enterprise Licensing Agreement (JELA) program, David has brought together acquisition leaders across the military services and Defense agencies to address fragmented and duplicative software purchasing, creating a more coordinated approach to requirements, vendor strategy, and technology investment.
Since assuming a leadership role in 2025, David has accelerated JELA's transition toward an enterprise-wide model built on collaboration and shared requirements. Under his leadership, the program is working to consolidate seven of the Department's 10 largest duplicative IT contracts and launch its first department-wide Cisco agreement. David has also expanded JELA's focus beyond cost savings to emphasize user experience, vendor support, application usability, and best-value purchasing, ensuring technology investments better support mission needs.
David's leadership is delivering substantial benefits to employees, warfighters, and taxpayers. Consolidating billion-dollar technology investments is generating hundreds of millions of dollars in cost avoidance, while shared acquisition processes save teams an estimated 20–40 hours per acquisition and at least $450,000 in personnel costs per agency annually. Centralized agreements also provide faster, more consistent access to mission-critical technology while reducing duplication and administrative burdens. By breaking down organizational barriers and aligning stakeholders around shared goals, David is creating a more efficient enterprise acquisition model that strengthens warfighter readiness and improves stewardship of taxpayer resources.
