The Office of Personnel Management's (OPM) Human Resources Quality Services Management Office (HR QSMO) is being recognized for improving federal HR services by implementing objectives outlined in OMB Memo M-19-16. This memo directs QSMOs to standardize processes, reduce technology footprints, and cut government-wide operating costs.
In its first full year, HR QSMO has fostered collaboration, promoted innovation, and advanced Human Resource Line of Business (HRLOB) standards. The office has engaged with federal agencies, industry partners, and other stakeholders to support the transition to modern, integrated HR and payroll systems. Key achievements include establishing communities of practice (CoPs) for data analytics and workflow automation, creating a comprehensive HR IT inventory, and developing the HR QSMO Marketplace.
The benefits of these efforts are substantial. They have improved collaboration across agencies and with industry partners, enhancing the chances of successful HR IT system transitions. The HR QSMO Marketplace and CoPs provide valuable resources and support, accelerating modernization and increasing the effectiveness of new laws and regulations. These initiatives have also led to increased funding and leadership attention, ultimately ensuring that federal employees receive timely and effective HR services.
