The Internal Revenue Service's Refundable Credits & Compliance Program Management Office are being honored in Category 2: Delivering Excellence in Digital Services for leading the IRS Refundable Credits Examination Operation (RCEO) Centralized Scanning initiative, a transformative effort that modernized how taxpayer correspondence is processed. By centralizing scanning operations and digitizing paper responses across five IRS campuses, the team significantly reduced paper handling, automated document uploads, and provided employees with real-time access to taxpayer information. This digital transformation improved accuracy, strengthened security, and advanced the IRS's broader modernization strategy.

The initiative has delivered measurable benefits for both taxpayers and the IRS. Faster digital processing reduced audit cycle times by 21 days, enabling quicker case resolutions and a more transparent taxpayer experience. In FY 2024 alone, more than 70,000 taxpayer responses were digitized, generating approximately $1.1 million in clerical cost savings while allowing employees to focus on higher-value case analysis. By reducing paper responses to less than 40 percent of total receipts, the team has improved operational efficiency, enhanced service quality, and strengthened public trust through more responsive and reliable digital services.
