James McCament has been named the 2025 Government Executive of the Year by the Service to the Citizen Awards for his visionary leadership in transforming service delivery at U.S. Customs and Border Protection (CBP). As the agency’s first Chief Digital Transformation Officer and the Senior Official Accountable for Customer Experience, McCament has led efforts that have redefined how CBP serves the public.
Through the creation of the CBP Experience (CBPX) Division, strategically placed within the Commissioner’s Office, McCament championed human-centered design, process automation, and AI-driven tools to streamline operations and improve experiences for travelers, trade partners, and frontline officers alike.
His work has reduced administrative burdens, improved international supply chain efficiency, and enhanced the speed and quality of traveler screening. By embedding customer experience into CBP’s national security mission, McCament has shown that efficiency and security go hand-in-hand, setting a new standard for federal service delivery that puts people first.
