The Tennessee Department of Human Services (TDHS) Child Care Team is being honored in Category 2: Delivering Excellence in Digital Services for launching C-CARE, a groundbreaking child care eligibility system that modernized and streamlined services for over 23,000 children and their families.

In 2024, the team replaced Tennessee’s outdated system with a modern, low-code platform built on ServiceNow, enabling same-day processing of applications, renewals, and changes. By integrating directly with seven other state systems and eliminating manual, paper-based processes, the team drastically reduced administrative burdens and backlogs, allowing staff to focus more on serving families directly.

Since its launch, C-CARE has processed over 10,000 enrollments, enhanced user experience, and introduced real-time fraud detection, resulting in $2 million in annual savings. The system’s intuitive design, strategic stakeholder engagement, and operational efficiency have set a new standard for public service delivery in child care eligibility.
