Justin Fanelli, Chief Technology Officer for the Department of the Navy and Technical Director of PEO Digital, is being honored in Category 4: Using Innovative Technologies to Deliver Simple, Seamless, and Secure Services for transforming how the Navy delivers, evaluates, and invests in technology. His approach combines user experience, data-driven decision-making, cloud modernization, and commercial innovation to improve mission readiness while maximizing the value of taxpayer resources.

Justin introduced World Class Alignment Metrics (WAMs) to evaluate technology investments based on performance and user experience. Through initiatives such as the expansion of Flank Speed, his team reduced computer boot times and latency by more than 80%, allowing personnel to spend less time dealing with technology barriers and more time executing their missions. He also spearheaded Operation Cattle Drive, an aggressive effort to retire obsolete IT systems and streamline the Navy’s technology portfolio.

These efforts have generated multi-billion-dollar cost avoidance, enabling resources to be redirected toward modern capabilities and national security priorities. Justin has also strengthened partnerships with the commercial technology sector through tools such as the Innovation Adoption Kit, lowering barriers for innovative companies to work with the Navy. By eliminating outdated technology, improving digital experiences, and making smarter investment decisions, Justin is building a more efficient, agile, and technologically advanced Navy while strengthening stewardship of taxpayer dollars.
