As part of the Internal Revenue Service’s (IRS) Office of Online Services, Kira Prin is a 2025 Service to the Citizen Award winner in Category 4: Using Innovative Technologies to Deliver Simple, Seamless, and Secure Services.
Kira Prin has reimagined the taxpayer digital experience through user-centered design, accessibility, and agile product management. As a product manager and UX leader, she has improved the usability, accessibility, and clarity of IRS.gov and its digital tools, which serve hundreds of millions of users each year. Her work has directly improved applications like the Tax Withholding Estimator, the Child Tax Credit Portal, and IRS Direct File, helping taxpayers navigate complex processes with greater ease and confidence.
Kira’s leadership on the IRS Direct File project included managing Spanish-language user acceptance testing and content development under a compressed timeline. Her work identified and resolved more than 50 critical issues before launch and helped deliver a tool that 140,803 taxpayers used in its first season, 90% of whom rated the experience as Excellent or Above Average.
Her impact goes beyond projects. Kira helped unify UX and content teams across the agency, implemented new project
management systems to improve efficiency, and led user testing initiatives to inform a redesigned IRS.gov homepage. She also pioneered the IRS’s first brand identity statement and voice-and-tone guide, setting a new standard for digital communication across the agency.
Kira has received five Service to the Citizen Awards for her contributions to digital service transformation. Her work demonstrates how innovative design and a deep empathy for users can make government services clearer, faster, and more accessible for all. Through her vision and collaborative leadership, Kira has made a lasting difference in how Americans interact with one of the government’s most visible digital platforms.
