Kristin Ruiz is being recognized in Category 1: Building a Customer Focused Culture for her outstanding leadership in transforming TSA into a more secure, efficient, and customer centered agency. As Deputy Assistant Administrator and Deputy CIO, Ruiz has led a series of technology and service innovations that enhance both operational performance and the traveler experience.

Through a strategic blend of modernization and human centered design, Ruiz has delivered meaningful improvements that impact millions of passengers every day. She advanced the TSA PreCheck Touchless Identity Solution, a biometric, contactless screening process that reduces wait times and improves traveler safety. She expanded access to redress services through enhancements to the Traveler Redress Inquiry Program (TRIP), adding multilingual support and improved data tools to promote equity and transparency. Ruiz also oversaw upgrades to the Secure Flight and Air Cargo systems, strengthening national security through improved infrastructure for passenger and cargo screening. In addition, she modernized the Transportation Worker Identification Credential (TWIC) program by implementing advanced anti counterfeiting measures and enhanced identity verification for maritime workers. To drive future innovation, Ruiz established the TSA IT Innovation Lab, a collaborative testing space for next generation solutions, including immersive tools like HoloLens to improve frontline training.
