The Bureau of Consular Affairs (CA) IT Team, led by Chief Information Officer Luis Coronado Jr., is being honored in Category 2: Delivering Excellence in Digital Services for modernizing high-impact systems that enabled record-breaking passport processing and improved emergency response for U.S. citizens abroad.

With oversight of the Department’s largest IT footprint, including passport, visa, and overseas citizen services, Luis set a bold modernization roadmap that improved performance, reduced passport backlogs, and enhanced crisis response capabilities. He launched the Online Passport Renewal (OPR) system, enabling over 1 million citizens to renew passports online in its first two months, and strengthened the Crisis Management System, adding tools like WhatsApp to improve real-time communication.

These efforts were instrumental in helping 15,000 U.S. citizens safely evacuate from Israel during the October 2023 conflict and contributed to the record-breaking processing of 24.5 million passports in 2024. Through innovative, secure digital solutions, Luis has improved the government’s ability to serve citizens at home and abroad with speed, security, and care.
