Maria Harr, Chief of the Coast Guard’s C5I Infrastructure and Digital Workplace, is being honored in Category 4: Using Innovative Technologies to Deliver Simple, Seamless, and Secure Services for modernizing the digital infrastructure supporting more than 60,000 Coast Guard members worldwide. Her work ensures personnel, from shore commands to cutters at sea, have secure, reliable access to the technology and connectivity they need to carry out critical missions.

In 2025, Maria accelerated the deployment of mobility solutions, strengthened network connectivity, and transitioned systems toward a more resilient infrastructure. She also established enterprise digital standards to create a secure and scalable foundation capable of supporting 75,000 personnel under Force Design 2028. By working directly with operational communities, Maria used frontline feedback and sentiment data to identify technology gaps, improve device deployments, prioritize resources, and increase adoption.

Her leadership has expanded access to mission-critical systems, reduced connectivity gaps and operational blind spots, and enabled Coast Guard personnel to remain connected in challenging environments. By integrating user feedback directly into modernization decisions, Maria is ensuring technology reflects how Coast Guard members actually work. Her efforts are creating a more connected, mobile, and digitally ready workforce while strengthening the Coast Guard’s ability to execute its missions safely and effectively.
