Marina Fox is being honored in Category 2: Delivering Excellence in Digital Services for founding and leading the Digital Analytics Program (DAP), a transformative initiative that empowers agencies to improve digital services through real-time, user-centered data.
A visionary leader, Marina created and continues to guide DAP, a government-wide effort that helps federal agencies better understand how the public interacts with digital government services. At the heart of this work is analytics.usa.gov, a publicly accessible dashboard that provides real-time and historical data on federal website usage. From tracking the most visited pages to monitoring the performance of critical resources such as healthcare, tax, and social security sites, DAP equips agencies with the tools they need to make informed, data-driven decisions. The platform also enhances transparency by allowing the public to see how and where government resources are accessed.
Under Marina’s leadership, DAP has integrated page-level feedback tools such as “Was this page helpful?” to gather actionable user insights, delivered major cost savings to agencies by offering centralized no-cost analytics services, and enabled real-time monitoring during high-traffic events, from NASA launches to urgent health information surges. It has also expanded transparency and access to usage data for critical resources like those provided by the National Library of Medicine.
Since its inception, DAP has tracked more than 7.7 billion days of cumulative user engagement, the equivalent of 21 million years spent on federal websites. Marina’s efforts have modernized how agencies monitor and enhance digital services, increased public trust in government websites, and demonstrated the power of data to make services more accessible, responsive, and user-centered.
