The Department of Veterans Affairs’ Dr. Meredith Josephs is a 2025 Service to the Citizen Award winner in Category 4: Using Innovative Technologies to Deliver Simple, Seamless, and Secure Services.

As Executive Director of Connected Health within the Office of Connected Care, Dr. Meredith Josephs has led transformational efforts to expand access to digital health services for Veterans nationwide. Under her leadership, the VA has significantly advanced virtual care adoption, strengthened digital infrastructure, and delivered more seamless, coordinated healthcare experiences to millions of Veterans.

Dr. Josephs oversees key digital engagement tools including My HealtheVet, VA Mobile apps, remote patient monitoring services, and the newly expanded VA Health Chat. In FY2024, her team successfully launched Health Chat across all 18 VA networks, with over 42,000 patient encounters and a 97% satisfaction rate. Her leadership also drove the My HealtheVet modernization on VA.gov, which earned the 2024 GOVTECH CONNECTS Digital Health Transformation Award. Over 1.5 million Veterans have now enrolled with modern login credentials, improving both security and access.

An innovator and clinician, Dr. Josephs has over 16 years of experience in health IT and remains an active primary care physician, delivering telehealth services to Veterans in Ohio. Her prior role at the Federal Electronic Health Record Modernization (FEHRM) Office helped unify medical records across key federal agencies.

Her initiatives also include expanding the Share My Health Data (SMHD) tool, enabling wearable health device integration and improving care team coordination. In 2024 alone, SMHD was accessed over 28,000 times by more than 7,300 VA staff.

Dr. Josephs’ leadership embodies the spirit of public service, bringing innovation, empathy, and impact to federal healthcare. Through her vision, the VA continues to lead in connected care, setting new standards for digital health delivery in government.
