The IRS Office of Online Services (OLS), in partnership with the Small Business/Self-Employed (SB/SE) Division, is being honored in Category 1: Building a Customer Focused Culture for transforming how taxpayers navigate and resolve tax debt. By replacing a fragmented, confusing process with a customer-centered digital experience, the team made it easier for millions of Americans to understand their options and take action with confidence. Their collaborative approach demonstrates a commitment to designing services around taxpayer needs while improving both accessibility and efficiency.
Using human-centered design principles, the team developed the Guided Tax Debt Resolution Tool, an interactive self-service solution that guides taxpayers through a brief questionnaire and provides personalized payment and relief options based on their individual circumstances. They also redesigned the IRS.gov "Get Help with Tax Debt" page with intuitive navigation and clearly organized content, making it significantly easier for users to find the information they need. Through iterative usability testing and continuous refinement, the team improved the tool's clarity, usability, and overall customer experience.
The impact of this initiative extends to the approximately 18.6 million taxpayers affected by tax debt. What was once a complex and time-consuming process can now be completed in minutes through a streamlined, guided experience that improves understanding and encourages timely action. By expanding self-service capabilities, the initiative also reduces demand on IRS call centers, allowing agency resources to focus on more complex taxpayer needs. Through innovation, collaboration, and a steadfast focus on the customer, the team has created a more accessible, efficient, and equitable approach to resolving tax debt while strengthening trust in IRS services.
