The Office of Financial Integrity (OFI) is being honored in Category 3: Using Innovation, Data, and Breaking Down Organizational Barriers for modernizing how the federal government prevents fraud and improper payments. By transforming Treasury’s Do Not Pay system from an underused compliance tool into a central fraud-prevention resource, OFI has enabled federal agencies and states to identify risks earlier, make more informed payment decisions, and better protect taxpayer dollars.
Through collaboration with OMB, federal agencies, and state partners, OFI expanded access to more than 30 authoritative fraud-prevention data sources, streamlined onboarding, and introduced enhanced risk-based screening capabilities. The team also implemented real-time payment verification, allowing suspicious or potentially improper payments to be identified before funds are released. These improvements have strengthened coordination across government while giving frontline employees faster and more accurate tools for determining eligibility and identifying fraud.
The results demonstrate significant taxpayer impact. In FY2025, Treasury prevented or recovered an estimated $11.7 billion in fraud and improper payments, a 38% increase from the previous year, while Do Not Pay screenings increased 216% to 641 million. State partnerships identified more than $1.5 billion in duplicate or improper payments, and testing of 19 new datasets revealed $28 billion in potential improper payments for future prevention efforts. By combining data, technology, and cross-government collaboration, OFI is strengthening program integrity, reducing administrative burden, and helping ensure public funds reach their intended recipients.
