Since becoming CIO in 2024, Patrick has advanced artificial intelligence, cloud technology, analytics, API-first architecture, and cybersecurity to make CMS services more efficient, accessible, and secure.

Under his leadership, CMS achieved 70% adoption of AI-driven customer service tools, helping beneficiaries get faster answers and reducing friction when navigating healthcare programs. Advanced analytics supported $101 million in Medicare fraud recoveries, while consolidation of legacy systems and accelerated cloud adoption generated $750 million in IT savings. Patrick also implemented zero trust architecture and extended rigorous security and governance practices to AI-enabled services, strengthening protection of sensitive health and financial information.
