Ranard Richburg, Product Manager for Individual Taxpayer Products at the IRS Office of Online Services, is being honored in Category 2: Delivering Excellence in Digital Services for transforming how the IRS tests and delivers secure, reliable, and user-friendly taxpayer-facing applications.

Ranard led the creation of the User Acceptance Testing (UAT) Branch and introduced the Business User Acceptance Testing (B-UAT) framework, an innovative approach that puts real-world users at the center of digital service validation. His efforts improved the reliability of key platforms like the Tax Withholding Estimator, Taxpayer Digital Communications, and IRS.gov, while also supporting the launch of critical enhancements to the Tax Professional Account, empowering tax professionals to better serve clients.

Ranard’s leadership helped staff 63% of key positions before a federal hiring freeze, secured critical contract support, and developed onboarding tools to build institutional knowledge. His work has improved the efficiency, accuracy, and trustworthiness of IRS digital services, reducing reliance on call centers and giving taxpayers greater control over managing their tax responsibilities.
