Robert (Bob) Blanchard is being honored in Category 2: Delivering Simple, Seamless, and Secure Services for leading the modernization of children's services within the Maine Department of Health and Human Services' Office of Children and Family Services. Through his leadership, Maine replaced outdated legacy technology and paper-based processes with modern digital platforms designed to strengthen child safety, expand access to childcare assistance, and make critical services easier for families, providers, and state employees to navigate.

Bob guided the successful implementation of two major systems: Katahdin, Maine's Comprehensive Child Welfare Information System, and Baxter, the Child Care Affordability and Licensing System. Katahdin strengthened the state's ability to respond to child welfare needs, while Baxter transformed childcare assistance and licensing through secure self-service portals and mobile applications. By replacing manual workflows with intuitive digital tools, Bob helped improve transparency, accelerate processing, streamline provider billing and payments, and enable real-time mobile documentation for licensing inspections, including in rural communities.

The impact of these modernization efforts has been significant. Katahdin has supported services protecting more than 3,800 children while enabling over $350 million in payments to more than 11,000 providers. Since its launch, Baxter has supported more than 4,700 children and facilitated over $22.9 million in payments to 769 providers. By creating faster, more reliable, and accessible digital services, Bob has reduced administrative burdens, strengthened continuity of care, and built a more seamless experience for Maine families, childcare providers, and the employees who serve them.
