Penny Sylvia and the Sacramento County Department of Technology Web Team are being honored in Category 2: Delivering Simple, Seamless, and Secure Services for transforming how more than 1.6 million residents access essential government information and services. Recognizing the growing importance of digital access, Penny and her team modernized Sacramento County's web ecosystem by migrating 70 department websites to a unified, user-centered platform designed to make government services easier to find, navigate, and use.

A key achievement was the creation of a centralized Application Center for the Department of Human Assistance, replacing scattered and inconsistent information with a streamlined destination where residents can find and apply for critical welfare and social assistance programs. The team also introduced reusable content components that allow important information, such as eligibility requirements and application instructions, to be updated once and consistently displayed across multiple pages. A structured approach to managing archived documents further reduced broken links, preserved public records, and improved the reliability of information across County websites.

The modernization has created a more accessible, efficient, and dependable digital experience for Sacramento County residents. By consolidating 70 department websites and achieving an accessibility score of 100, the team has made services more inclusive for residents of all abilities while simplifying content management for County employees. Through Penny's leadership and the team's commitment to user-centered innovation, Sacramento County has reduced digital barriers and established a scalable foundation for delivering simpler, more consistent public services to its growing community.
