Category 3: Using Innovation, Data, and Breaking Down Organizational Barriers

SEAN MORSE

Senior Business Analyst

U.S. Census Bureau

U.S. Department of Commerce

Sean Morse is being honored in Category 3: Using Innovation, Data, and Breaking Down Organizational Barriers for transforming how the U.S. Census Bureau collects, processes, and delivers critical economic data. By bringing together government, industry, advanced technology, and data-driven practices, Sean helped replace legacy reporting processes with a secure, automated, and AI-enabled framework. His leadership has broken down traditional barriers between systems and organizations, making essential economic information more timely, accurate, and reliable for policymakers, businesses, and the public.

Working across government and private-sector stakeholders, Sean led efforts to integrate enterprise financial systems directly into Census reporting, eliminating burdensome manual submissions while improving data quality. He also helped pioneer the responsible use of AI within a secure federal environment, enabling real-time ingestion and validation of complex financial data while maintaining strict confidentiality standards. By modernizing data collection at its source, Sean reduced reporting burdens for businesses and empowered Census employees to focus on higher-value analysis and mission delivery.

The results have been significant. Processes that previously required analysts four to six weeks per company can now be completed in minutes, while automation saves approximately 43,000 hours of federal employee effort annually. Businesses have seen reporting time decline from hundreds of hours per quarter to approximately 30 minutes, and the initiative eliminates roughly 60,000 hours of manual work each year while increasing operational efficiency by more than 30%. Through innovation, data, and cross-sector collaboration, Sean has strengthened the nation's economic data infrastructure and demonstrated how breaking down organizational and technological barriers can deliver better outcomes for the American public.
