Shana Love Holmon is being honored in Category 2: Delivering Excellence in Digital Services for her exceptional leadership in modernizing how the Department of Veterans Affairs plans, governs, and delivers services to Veterans. Throughout her federal career, she has led enterprise-wide initiatives that strengthened accountability, transparency, and execution of major national priorities. She successfully guided the implementation of landmark legislation, including the MISSION Act, PACT Act, Cleland-Dole Act, and STRONG Act, while advancing governance, operational performance, and organizational modernization. Through enterprise frameworks and data-driven management practices, she has helped VA improve the delivery of digital services, benefits, and care for Veterans and their families.
Her leadership has had a lasting impact by ensuring uninterrupted access to care and benefits during presidential transitions and other periods of significant change. As Deputy Chief of Staff and Acting Chief of Staff, she co-designed VA's enterprise governance framework, transforming how the Department makes, implements, and oversees critical decisions. Recognized by both McKinsey & Company and the President's Gears of Government Award, her work has created scalable systems that improve operational efficiency, accelerate digital transformation, and strengthen public trust by delivering more reliable, responsive, and citizen-centered services.
