Tanisha Williams and the VA State Home Per Diem Program team are being honored in Category 4: Using Innovative Technologies to Deliver Simple, Seamless, and Secure Services for modernizing how Veterans access financial support and long-term care through State Veterans Homes. Serving more than 20,000 Veterans across 172 State Veterans Homes nationwide, the team transformed the program’s 10-10SH application for Veteran Care Medical Certification from a slow, paper-based process into a streamlined digital workflow.

The modernized system provides real-time application tracking, automated routing, and improved coordination across multiple care touchpoints. By reducing manual processes and improving accuracy from intake through completion, the team has made it easier for Veterans to access care while allowing healthcare providers and employees to spend less time on administrative tasks and more time supporting Veterans.

The results have been significant. Application turnaround time decreased by nearly 50%, from more than 22 days to just 12 days, while staff processing time dropped from three hours to 35 minutes per application, saving more than 600,000 minutes annually. Completed applications increased by more than 70% year over year, and the program achieved a 97% reduction in improper payments. Through digital modernization, Tanisha and her team have created a faster, more accurate, and more efficient process that helps Veterans receive the care and benefits they have earned.
