ChAMP Delivery Teams

The Texas Office of the Attorney General Child Support Division is being honored in Category 2: Delivering Simple, Seamless, and Secure Services for transforming a mission-critical child support system while ensuring uninterrupted service for Texas families. Through the Child Support System Modernization Project (ChAMP), the agency replaced a high-risk, all-at-once modernization strategy with an incremental approach that continuously delivered new capabilities while maintaining essential services. Over five years, the team successfully completed 13 production releases and transitioned employees to a modern, unified platform designed around the needs of children and families.

ChAMP introduced modern customer and employer tools, digital case initiation, document management, and comprehensive case management through a resilient cloud-based architecture. By integrating new capabilities with the legacy system throughout the transition, the team reduced implementation risk and avoided disruptions to critical child support services. Families, attorneys, and employers now have access to secure self-service tools, while employees benefit from consolidated case information, document automation, and streamlined workflows that allow them to respond to customers more quickly and effectively.

The impact is significant. ChAMP supports more than 2,500 employees managing 1.5 million active cases, 10.5 million active members, and approximately $375 million in monthly child support payments. Its customer portal handles more than one million logins each month, giving families convenient access to case information, payment histories, hearings, forms, and service requests. The successful modernization also enabled Texas to retire its legacy mainframe, generating program savings while improving reliability. Through ChAMP, Texas has created a more transparent, efficient, and responsive child support system for the millions of families who depend on it.
