Dr. Walter D. Cruickshank is being honored in Category 1: Building a Customer Focused Culture for more than four decades of distinguished public service and transformational leadership in offshore energy, minerals management, and organizational excellence. His career reflects a deep commitment to improving transparency, safety, science based decision making, and workforce development across federal energy programs.

Since joining the U.S. Department of the Interior in 1985, Dr. Cruickshank has held critical leadership roles at the Minerals Management Service (MMS), the Bureau of Ocean Energy Management (BOEM), and most recently as Acting Assistant Secretary for Land and Minerals Management. His leadership has shaped national energy policy and strengthened how the federal government serves citizens and stakeholders in the offshore energy sector.

Among his many contributions, Dr. Cruickshank spearheaded the post Deepwater Horizon restructuring of MMS and the creation of both BOEM and the Bureau of Safety and Environmental Enforcement (BSEE). He oversaw eight National Outer Continental Shelf Programs, managed ninety one offshore oil and gas lease sales and fourteen offshore wind lease sales, and championed BOEM’s Environmental Studies Program, which has funded more than 3,000 studies totaling over one billion dollars. He also expanded global collaboration through international agreements on offshore energy and minerals, developed BOEM’s first Human Capital Strategic Plan, and launched workforce development and leadership training initiatives. During the COVID 19 pandemic, he led the agency’s recovery framework, ensuring that mission delivery continued uninterrupted during a national crisis.

 

Dr. Cruickshank’s dedication to science, safety, and service has strengthened the federal government’s ability to manage natural resources responsibly, equitably, and effectively, generating billions in revenue while prioritizing environmental stewardship and maintaining public trust.
